英国已通过《2008年休眠银行和建房互助协会账户法案》建立休眠账户制度，后经《2022年休眠资产法案》将适用范围扩大至更广泛的“休眠资产”类别，形成一套逐步扩展的法律体系。依据现行机制，金融机构自愿将符合条件的休眠资产移交至经批准的“休眠资产基金回收计划”。收到资产后，该基金保留足够资金（40%）以应对未来权利人提出的申领请求，剩余资金定期释放至“全英彩票社区基金”，专项用于支持全英国范围的社会及环境公益项目。
